Mmm well you don't need a new NPC  the chest already exists the only problem is it disappears. So spawn the chest beside the Giran NPC and modify the code to say don't disappear after the option is selected  but again this depends if the GM have time / want to implement this.

Actually thinking about it if you have a NPC that just trades keys for coins it isn't balanced anymore, The chests random spawn is the balance. As a spoiler killing slowly and a warlord that trains, you can guess who will have more keys. The chest spawn is the balance as it doesn't matter how many keys you have if you don't get the chest you are stuck. So if we have a NPC which just trades keys for coins this could become imba. I don't know
