Clans will often recruit new players in to there academies if they are below 39 (Providing the clan has academies). The reason for this is they need Clan Reputation Points (refereed to as CRP). CRP is needed for clan skills and guess what they need a TON of it as you increase the clan skills. In most low rates clans will not even recruit you if you are above a certain level.
